There are no formal regulations on animal rescues in the State of Minnesota, which has resulted in serious problems.

The Board of Animal Health regulates Animal Shelters in Minnesota that fall under the definition of a Kennel

Municipal animal shelters owned and operated by a city or county do not fall under this category and are not regulated at all

The Office of Animal Protection will collaborate with state agencies such as the Board of Animal Health to develop animal rescue protocols and animal shelter standards with specific enforcement capabilities. ​
